Summary of 5-step Licensing Process for a Racing Entertainment Centre

The approval process for a REC consists of five steps:

Step one… An eligible applicant expresses formal interest to operate a proposed new REC in a community.

Step two… The Board of the AGLC will consider community support, or the lack thereof, as expressed through the municipal or band council and may conclude the process if in the Board’s view the council does not support the concept of a new REC facility in the community. If the council is silent and there is no demonstrated opposition to the concept of a new casino in the community, the Board at its discretion may decide to continue the application process

Step three… The AGLC will accept detailed proposals from applicants who have expressed interest in the development of a REC in the community under consideration. The proposals must include a business plan and community impact statement.

Step four… A thorough investigation is conducted by the AGLC into the proponents and other key persons associated with the selected REC proposal.

Step five… If all requirements for a REC are met (e.g. legislative, regulatory, policy and municipal or local, including municipal or local zoning and development requirements) the AGLC will issue a REC licence to the successful applicant.
